Sexual Harassment Prevention Cell

As per UGC regulations (Gazette of India, May 2016), the Internal Complaint Committee is constituted for the prevention, prohibition, and redressal of sexual harassment of women employees and students at Panigaon OPD College. The committee’s objective is to address complaints, protect victims' dignity at the workplace, and ensure gender equality and a harassment-free environment.

Composition of the Committee:
  • Presiding Officer – Woman faculty member with Associate grade
  • 2 Faculty members from teaching staff
  • 2 Members from non-teaching staff
  • 2 Student representatives
  • 1 External Member (from outside the institution)
Functions of the ICC:
  • Implement ICC Policy on sexual harassment prevention
  • Address and resolve complaints
  • Recommend appropriate action to the employer
  • Conduct inquiries with powers similar to a civil court
  • Summon witnesses, examine evidence, and conduct fair hearings
Rules and Regulations – Aims & Objectives:
  • Implement UGC Guidelines (2015) on prevention of sexual harassment
  • Disseminate legal provisions and guidelines widely
  • Organize awareness programs and workshops
  • Include ICC provisions in the college prospectus
  • Display hoardings about ICC objectives and complaint process
  • Conduct regular orientation and training for ICC members
  • Ensure protection and dignity of women students and staff
  • Submit timely reports and annual status to college/UGC
(A) Support from Executive Authority:

The College shall provide resources including office, staff, equipment, and financial support. Vulnerable groups must receive additional consideration.

(B) Updated Composition:
  • Presiding Officer: Woman faculty with Associate grade
  • 2 Faculty (non-teaching)
  • 3 Students
  • 1 NGO Member
  • At least half the members should be women
  • Principal/Registrar/HODs cannot be ICC members
  • Tenure: 3 years (with one-third rotated annually)
(C) Responsibilities of ICC:
  • Support victim to file police complaint if needed
  • Offer redressal options and ensure safety (e.g., leave, transfer)
  • Protect victims and witnesses from retaliation
(D) Lodging a Complaint:
  • Written complaint to be filed within 3 months of incident
  • Extension of 3 months may be granted
  • Others (friends, family) can file if victim is unable
(E) Inquiry Process:
  • Respondent must reply within 10 days of receiving complaint
  • Inquiry must be completed within 90 days
  • Findings submitted to Executive Authority within 10 days
  • Action taken within 30 days, unless an appeal is made
  • All parties must maintain confidentiality
(F) Interim Redressal / (G) Punishment / (H) Frivolous Complaints / (I) Non-compliance:

All these shall be dealt with as per the UGC Act and regulations.
